Description
System computes whether an account is eligible for API access.
Acceptance Criteria
- [ ] Eligibility = TRUE only if:
- API Terms accepted
- Account active
- Payment method valid (i.e. payment doesn't need UI input to work such as PAD, BCOL or EFT)
- [ ] Eligibility endpoint returns status + reasons
