API ToU Updates

This ticket for finalizing the API Agreement content only. Please see ticket bcgov/connect#47 for other tasks / tickets.

Digital Delivery is working on a series of API agreement updates. Key changes must be agreed upon, reviewed with legal, and implemented in the API GW site.

Tasks arising from this ticket:
1. Develop a spreadsheet of actionable items based on edits / comments / notes in the API Agreement draft document. There are a number of these to assess / investigate / resolve.
2. Determine whether the draft (link below) is actually the latest - it has been confirmed with Sinead does she not own the API Agreement;
3. Determine / document ownership, chain of custody (draft version), and approvals process for achieving a finalized API ToU; - see ticket bcgov/connect#79
