Description
We want to define which types of accesses are necessary for which users and responsibilities, as well as a process to get additional accesses for some specific work, which the "Just enough, just in time" principle.
Acceptance criteria:
1. Define most common access needs
2. Define permissions they should have, both permanently, and also temporarilly
3. Document this in Confluence https://citz-do.atlassian.net/wiki/spaces/PCS/
