Console login alerts for SEA core Environments

**Describe the Issue**
We need to set login alerts that happen after working hours for AWS core accounts

**Additional Context**
- Review the solution Architecture with Warren
**Acceptance Criteria**
- Architecture decided
- Terraform the solution
- Deployed the solution into SEA Forge Env's and tested
- Deploy the solution into SEA Live

Start by reviewing the solution architecture with Warren and identify the AWS core accounts and SEA Forge and Live environments in scope. Done means the architecture is decided, the solution is represented in Terraform, it is deployed and tested in the SEA Forge environments, and then deployed to SEA Live.
