Create SEC OPS Network Viewer Group

**Describe the Issue**
The SEC OPS team is onboarding onto AWS and they need access to the Checkpoint firewalls. Currently we have a "Networking" group that grants admin level access into the Perimeter and Shared Network accounts. We need to restrict the scope of these rolls to firewall access only.

**Acceptance Criteria**
- [ ] Create a SECOPS Network group that allows a user to access the firewalls only

Start by locating the existing “Networking” group and its access configuration; the issue names no files, tests, or entry points. Trace how its permissions apply to the Perimeter and Shared Network accounts, then verify that the new SECOPS Network group provides firewall-only access.
