Create a quicksight group in Quicksight through terraform and manually add required users in that group

- Create a group in quick sight to provide access to resources to multiple people within the team

Add any other context, attachments or screenshots

**Acceptance Criteria**
- Group was created through the existing terraform code and users are added manually to the group
- Access tested and confirmed.
