Billing Dashboards Modifications

**Describe the Issue**
Quicksight cost and usage dashboards need special automation for us to be able to present a modified version to customers. This includes creating the analysis, dashboards, providing access to customers in an automated way, and ensuring customers have access to the intended dashboards, nothing more.

**Acceptance Criteria**

- [ ] Automate assigning users (customers) to the modified analyses and dashboards
- [ ] Automate analyses and dashboards updates to be pushed to users
- [ ] Automate showing the selected dashboards to customers (as opposed to all dashboard and analyses from our group).
