Net Promoter Score (NPS) feedback after onboarding

**Describe the Issue**
We want to track the Net Promoter Score (NPS) after taking clients through the onboarding process, to capture feedback and measure customer's perception.

**Acceptance Criteria**

- [ ] Create an automated email, scheduled to go out 1 week after a project set has been provisioned, to the contacts of that project set (Product Owner, Technical Lead, Secondary TL).
- [ ] Ask the question: How likely is it that you would recommend your onboarding experience with the Public Cloud to a friend or colleague?
- [ ] Below the question, add a grid line of numbers from 0 to 10. Over the 0 area, add the mention "Not at all likely" and over the 10 area, add the mention "Extremely likely". Clicking on the number registers the answer and sends them to a web page with their score, asking them a following feedback question (described below), with a text box and "submit" button.
- [ ] To count the results: 10 and 9 are counted towards "Promoters" ; 8 and 7 are counted as "Passive" ; 0 to 6 are counted as detractors.
- [ ] In case of a detractor (0 to 6), ask the following question on the web page "We are sorry to learn your expectation was not fully met. What could we have done better?"
- [ ] In case of a neutral (7 to 8), ask the following question on the web page "What change could we make for you to give an even higher rating?"
- [ ] In case of a promoter (9 to 10), ask the following question on the web page "What did we do really well?"
- [ ] NPS formula: Promoters percentage - Detractors percentage = NPS. Example: 50% promoters - 20% detractors = 30 NPS. (NPS can be negative if the percentage of detractors is higher than percentage of promoters).
- [ ] We should run the score on a monthly basis (first day of each month for the month that just ended), and quarterly basis (April 1st, July 1st, October 1st, and January 1st for the Quarter that just ended).
