Description
**Describe the Issue**
Test the upgrade from an AWS Rds instance from GP2 to GP3 to understand the process and effort associated with it.
**Additional Context**
This is a recommendation from AWS to optimize on cost (about 20%), and we want to understand the effort and process before communicating this to customers.

**Acceptance Criteria**
- [ ] Identify an instance that is fit for this test - could be a client's instance
- [ ] Upgrade GP2 to GP3
- [ ] Document and report on the process complexity and time (note file + review with Thibault)
