AWS Cost Saving Communications

**Describe the Issue**
We have action items to present to our customers for them to be able to cut costs on their AWS bills.
We should put together a communication explaining the savings available and how to action them

**Acceptance Criteria**

- [ ] Prepare an email to customers explaining there are cost-saving actions available to them, including how to proceed on the following:
- [ ] Migrating RDS from GP2 version to GP3 version (cost saving averaging 20%)
- [ ] Identified idle resources to shut down or scale down
- [ ] Scheduling strategies to turn down/off instances at times that don't require usage (weekends, holidays, etc.)
