SPIKE: Investigate automatically charging clients at end of quarter

**Describe the Issue**
This ticket is a result of a meeting with Rosemarie, Catherine, Abibat, and I about the current state of the quarterly billing reports. Rosemarie has told us that she's heard of other cost recovery models where the clients are automatically billed and an invoice is sent to them after the fact. This saves money as only about half of the Q3 costs have been recovered as of today, two weeks after the end of the quarter. It also saves Rosemarie the time of following up with every team to try to get approvals.
