Creation of Platform Ops 'Onboarding Procedure' doc

**Describe the Issue**
Public Cloud Platform Operations needs an internal document created that defines as a checklist the outcomes expected, questions to be asked, and any information to be gathered by the Platform Admins

**Additional Context**
Add any other context, attachments or screenshots

**Acceptance Criteria**
- Discussion meeting of Ops team for this doc to kick-off
- Considerations should be pulled from the Onboarding PowerPoint deck
- Work between Platform Admins on details to get to completion, and further consideration should be given so that it is descriptive/simple enough that a new Admin team member could absorb these objectives and concepts quickly
- Creation of final document that defines the requirements and expectations that should be achieved by the close of every client onboarding session and entered it into the Ops documentation repo
