Document operational processes, incident management and change management procedures.

Olena's initial message in MS Teams:
_The team needs to document our operational processes. As more teams onboarding into AWS, it is a matter of time before someone asks to see our incident management and change management procedures similar to what the Private Cloud team has. Can you please check if this is something that AWS team can help us put together as part of the Operational Review?
