Azure DevOps follow up training with PA's

**Describe the Issue**
Follow up on previous training and getting PA's to deploy project sets

**Additional Context**
Add any other context, attachments or screenshots

**Acceptance Criteria**
- Azure DevOps review with ops team
- PIM usage enablement on project (test with Max and Abi)
- Max to complete a project deployment (Abi will document process then do the process by that documentation as doc test)
- Permissions updates for Abi
- Abi to use completed deployment documentation to do first project set deployment --dependent on completion of her previous ticket on documenting the deployment -- Will be used as practicum while new platform architecture is being developed
- Review with Microsoft around any possible workshop that could be held for the team on its use and clarifying the no cost licensing/functionality, and any potential additional costs we might consider for other functionality
- Get recommendations for MS ESI course(s) that the Platform Admins can attend for training
