FIN CTAB - Inquiry on use (ML studio being retired)

**Describe the issue**
Check in with FIN CTAB folks on their use of Azure ML studio, as it is retiring and has to be switched to new version

**Additional context**
Note that Azure Machine Learning Studio is being deprecated, and will be replaced by another suite of similar services that should be be able to do what FIN auditors need it to do - ie. similar to today's current ML functionality which CTAB uses

**Definition of done**
- Communicate with FIN contacts on this change
- Connect with them on what they are thinking is needed as per service capabilities
- May be able to wait and put a item\project in the backlog if they are thinking serious CTAB service improvements, or at the very least provide them a workload target on BC Gov Phase II infra and have them convert it over there
- Create additional ticket(s) for backlog as necessary
