Description

**As a climate-concerned or climate-change-interested citizen of B.C.**
I want to be able to easily navigate the CleanBC Service Platform,

**So that [benefit]**
So that I can find information that interests me including rebates, government priorities, climate change drivers, indigenous context, things I can do and the impacts of climate change in affecting my area.

**Additional context**
Header images take up a large amount of page real estate in the MVP and don't contain any actions.
The MVP site navigation takes many forms and user experience is not consistent from page to page.
- Hamburger (click to access)
- Scrolling with buttons and in-line links
- On-page menu and navigation links
- On-page buttons (e.g. Drivers page)
- Footer menu (Top level nav only)
- Breadcrumbs (backward navigation only)

Many sections of the site do not have any navigation between pages other than the hamburger menu
On this page navigation is used inconsistently

**Acceptance Criteria**
- Revised navigation and page layout prototypes are tested with internal partners, stakeholder and users and validated against site goals and KPIs
