Revisit home page design to align with key metrics

**As a climate-concerned or climate change-interested citizen of B.C.**
I want to quickly see and be able to navigate to the content on the CleanBC Service Platform from the home page without having to hunt around for information.

**As a government partner and stakeholder,**
I want the CleanBC Service Platform to help the citizens of B.C. access rebates, find climate change information, learn about what they can do to slow, mitigate and adapt to climate change, and see what the government is doing. **

I/they can easily access relevant, accurate, up to date climate change information from one place.

**Additional context**
The current home page does not include prominent calls-to-action or navigation to help users access other pages on the site and requires users to scroll and read to find relevant links.
