State of a Dataset should be displayed higher on the Dataset page for both consumers and contributors. (DDS-822)

Feedback given in https://proj.data.gov.bc.ca/jira/browse/DPS-528 was that the state should be given higher visibility on the Dataset for any purposes:

- Consumers need to see if this is a published or pending archive dataset, Current Catalogue shows the state up by the Organization name.

- Contributors should be able to set the state without having to scroll to the bottom of the page. It is placed in an inconvenient location for power users (editors/admins)

This could be because the of the technical decision made to not have a separate layout for Read Only (consumers) and Editable (contributors).

Start at the Dataset page and inspect where the state is currently rendered for consumers and contributors. Confirm the state is visible higher on the page in both read-only and editable views, and verify that contributors can change it without scrolling to the bottom.
