UX/UI: all controls on dataset or resource pages should be present to the right of its label to reduce confusion to the Editor/Admin (DDS-1080)

Description
During UAT - https://proj.data.gov.bc.ca/jira/browse/DPS-526, it was suggested that all controls should be placed to the right of its label for consistency for data entry. There was no comment as to how it was displayed in read only, so there is no request to change that at this time within this ticket.
This was discussed with @yuisotozaki and he is in agreement, but feels there could be some technical reason for the display this way.
