User Request: Add Operator column to Internal User Reporting View

#### Description:

It would be helpful for Internal users to be able to search reports by operators. We currently don't have a column for Operators in the "View Annual Reports" grid or the "View Past Reports" grid.

#### Acceptance Criteria:

Given that I am a CAS analyst or CAS Director
When I am in the reporting module on the current or past reports
Then I have an Operator column with a search bar, so that I can search reports by operator
