Description
#### Describe the task
The reports grid has two tabs served at ```reports/current-reports``` and ```reports/past-reports```. Currently, all active links that return to the reports grid route to ```current-reports```.
Improved functionality would be to persist the active tab so that the user returns to report grid with the same tab active as when they left.
NOTE: as the tab content is served at their own urls, using the back button DOES work to get back to the last tab you were on.
