Description

#### Describe the Bug: When screens with the left-hand collapsible menu are viewed in mobile dimensions, the menu completely disappears and is not navigable. The user does not know where they are in the navigation and cannot access it.

This design appears in all report screens.

#### Probability: 5 if in smaller screen size (767 px wide or less)

(How likely the bug is to happen, scored from 1-5. For example, probability of 5 is something like "it happens to all users every time they log in." whereas probability of 1 "only happens to certain users when a really specific and unlikely path is followed.")

#### Steps to reproduce the behaviour:

1. Open BCIERS
2. Open 'Submit a report'
3. Open any report
4. Shrink the screen until the left-hand navigation menu disappears
