Accessibility: Left-hand navigation disappears

#### Describe the Bug: When screens with the left-hand collapsible menu are viewed in mobile dimensions, the menu completely disappears and is not navigable. The user does not know where they are in the navigation and cannot access it.

This design appears in all report screens.

#### Probability: 5 if in smaller screen size (767 px wide or less)

#### Steps to reproduce the behaviour:

1. Open BCIERS
2. Open 'Submit a report'
3. Open any report
4. Shrink the screen until the left-hand navigation menu disappears

Reproduce the issue by opening “Submit a report,” opening any report, and narrowing the viewport to 767 px or less. Inspect the report screens’ responsive left-hand navigation; the work is done when users can find and navigate the menu at mobile dimensions.
