Error message: Show user-friendly error in Report Information page

#### Describe the task

In the Report Information page, when user enters an invalid ID, show a user-friendly error message similar to what was done with #597
"This report does not exist. Return to report table" with a hyperlink on report table

Currently, if user changes the URL to an invalid one, it redirects the user back to the reports page.

Start at the Report Information page and reproduce the behavior by changing the URL to an invalid report ID. Trace the page's handling of the invalid ID; done means it shows the requested user-friendly message and a hyperlink back to the report table instead of redirecting automatically.
