BA Collab: Updates to verification form

Have a collab session with BA to explore what do they need from the verification form in BCIERS

- [ ] create new wireframes

#### Notes:

- For context, verification scope dropdown option **currently** says "annual report" even though its split into 2 pieces, compliance and emissions report, and one could be passed and one could be failed. The option now doesn’t account for that.

Begin by reviewing the verification form requirements with the BA team, focusing on whether the current “annual report” scope option must distinguish compliance and emissions reports. Done means documenting the agreed changes and creating the new wireframes requested by the issue.
