Automatic Email: Report submission confirmation

As an industry user, I want to receive an email when I submit a report, so that I can have confirmation and confidence that my submission was received

#### Acceptance Criteria:

Given I have clicked "Submit" on the "Sign-off" page in the annual report workflow
Then I will receive the following email: **1. Report Submission confirmation email template** from the [Automatic Emails - Reporting doc](https://bcgov.sharepoint.com/:w:/r/teams/00608-CPRInternal/Shared%20Documents/Carbon%20Pricing%20Transition%20SMEs/Reporting%20App/Automatic%20Emails%20-%20Reporting.docx?d=w6bd393c15ca44cf6917f7c8a53ef69c2&csf=1&web=1&e=hrZuxD)
