Emissions Report ERD

#### Describe the task

In order to build the necessary models, we need to map out the entity relationship of the Emissions Report. This model should include the information being captured as well as the supporting structures such as activities and source types. With the exception of additional WCI requirements (we're still gathering information on these), the model needs to accommodate the different types of operations and the various types of entrants.

- [ ] An entity relationship diagram representing the structures needed to capture an emissions report exists
- [ ] Business area have approved the model

Start with the requirements in this issue and the blocked issues #1553 (cas-registration) and #169; confirm the operations, entrant types, activities, source types, and outstanding WCI requirements before drafting the ERD. Done means an ERD covering the emissions-report structures is documented and the business area has approved it.
