CIIP/Import Payment Info into database

#### Describe the task

As requested by Robb Tones: "Create a file for import into the database with actual payment information. This could then be queried with Metabase"

This would support their work on archiving all CIIP documentations and ensuring all records are saved appropriately before decommissioning.

#### Acceptance Criteria

- [x] Obtain CIIP payment information in .csv or excel format from CSNR (Robb Tones to coordinate this)
- [ ] Import CIIP payment data into database
- [ ] Create any requires views/joins in Metabase for BA to use this data in analysis

#### Definition of Done

- [ ] All the data from CSNR is imported in the database and viewable in Metabase
