create scrollable list of fires that updates with map extent

Add a scrollable list of fires rather than a drop down. These could be tiles showing basic info of the fires and would be split into processed and unprocessed, actions that happen based on fire selection would still function as normal. Would also want to be able to select a fire on the map and it is selected or filtered in the list

Replace the dropdown with a scrollable list divided into processed and unprocessed fires, keep existing selection actions working, and verify that changing the map extent and selecting a fire on the map update the list and selection consistently.
