Shapefiles Not Uploading for Resource Models - Affecting Prod and Test

The good news is, shapefiles DO upload to through the local government workflows.

The bad news is, shapefiles are not currently uploading in PROD and TEST for new historic sites or sandcastle resource model.

**To Reproduce**
Steps to reproduce the behavior:
1. Go to create a new site
2. Drag or click to upload shapefile
3. Nothing Happens

**Actual Behavior**
Nothing happens (no error message, no file showing)

**Expected Behavior**
Shapefiles should upload by showing polygon in list and zooming to feature in map.

**Additional context**
I've tried with 3 different shapefiles, ones that I know work because they uploaded through the local government resource mode.
