Address Validation LG Workflow

1. Allow ability to keep City blank. Right now error message appears "Value is required". Users should be allowed to bypass this.

2. Unable to enter/select address that is not from drop-down menu. When trying to customize address to address range - user is unable to click out of drop down without selecting one of the options that isn't the customized range. Users need ability to enter custom address if they aren't selecting one from drop down.

3. Update helper text: Enter or select one street address, or if applicable, an address range
