Provisional Edits to nonedited fields Bug

**To Reproduce**
Steps to reproduce the behavior:
1. Submit record through update workflow - make no edits or 1 known edit.
2. review record under IDIR account
3. Highlighted areas with provisional edits appear - we know current official recognition info cannot be edited and everyone appears to have been edited.

**Actual Behavior**
Fields that are not edited (did not even click edit button) appear yellow with provisional edits from staff perspective. No edits appear to have been made when clicking between approved edits and suggested edits by my username.

**Expected Behavior**
Only sections edited should appear with provisional edits.
