A&R -> Display no records user message instead of a loading image when loading Historical subarea data

## Description
**How to replicate:**
* Navigate to the A&R on TEST: [A&R Admin](https://d3ahrzu0mpndj3.cloudfront.net/enter-data)
* Log in and navigate to the `Enter Data` page
* Select a date, Park (Garibaldi park) and a Subarea with the Historic tag
* Click on the `Go` button and see how the data is displayed

**Expected Behavior:**
* Should display a waiting style until the data is loaded before the user message for no data is displayed. (load spinner)

**Issue:**
* Display the user message for No data before the data actually loads.
