A&R -> The progress percentage shows decimal places when the progress is below 50%

## Description
**How to replicate:**
* Navigate to A&R on Test: A&R Admin
* Log in and navigate to the “Export Reports” tab
* Select the option to “Generate Report” and watch the progress

**Expected Behavior:**
* The progress doesn’t have to be accurate to the decimal points.

**Issue:**
* The progress shows with decimal places when below 50%. Refer to the video.

Start by reproducing the flow in A&R Admin: open the Export Reports tab, choose Generate Report, and observe the progress value. Trace the export-report progress entry point and determine where the percentage is formatted; done means progress below 50% no longer displays decimal places.
