A&R-> Can edit "Historical" records as a SysAdmin through Review Data page

Description
When a SubArea of a park marked as "Historical" the option add new data or editing existing data is disabled from the "Enter Data" page.
If you are a SysAdmin, then there is a workaround to edit existing records through the "Review Data" page.
**This scenario has to be run through the client and decided if this is needed to be fixed or not.**
Sceanrio:
* Navigate to the A&R on TEST environment as a SysAdmin user
* Find a park with SubAreas marked as Historical. (Eg: Goldpan park)
* Navigate to the Review Data page and filter by the above selected park and sub area.
* Find a year where there is a variance record. (2023 August)
* Click on the option to review the variance -> Should navigate to the Enter data view of the record.
* Edit the record and save the changes.
Expected:
* The expected behaviour has to be confirmed from the client.
Issue:
* It is possible to edit historical records if there is a variance triggered in any month/year.
