Description

Description: Quality attendance data for Desolation Sound is a priority for BC Parks, as is achieving better attendance data regarding marine recreation. A study was contracted earlier this year to analysis how best to improve the data. One area of concern is that the method for recording of visual counts is inconsistent, as is the application of the projection formula to reach a month estimate for # of boats in the area. We aim to address the following within the attendance system.

1) Increase the number of sub areas at Desolation Sound so that counts for each priority harbour/ bay are recorded under the appropriate area (this to be addressed in a future ticket).
**2) Record the visual counts directly within the system and apply the projection formula calculation so that the methodology is consistent.**
3) Record who is performing the count - regional staff or the park operator
4) Resolve what to do in the unlikely case that 2 counts are done in one day (one by region, one by the Park Operator)

Context:

Currently boats are manually counted at a number of locations in Desolation Sound anywhere from 0 to 10 days a month. The current projection formula is #boats counted/#days that had counts * #days in the month. So if the Park Operator took counted 100 boats over 5 separate days in May the projection would be (100/5)*31= 620 boats. We are finding that counts are not always been done in the same location, and the projections are not always being applied, leading to data that cannot be used to discern trends.

Ideally the counts could be uploaded individually or batched for the month so that they can be copy & pasted in from an excel spreadsheet. The counts would be stored and the monthly sum would be arrived at be applying the projection formula- this would then replace the # of miscellaneous boats in the A&R export.

Research direction

Start by reviewing the existing Desolation Sound attendance flow and the A&R export, then clarify the requirements with the listed stakeholders before locating the relevant entry and storage paths. Done means the system supports consistent individual or batch visual-count entry, records the counter, defines duplicate-day handling, applies the monthly projection formula, and replaces miscellaneous boats in the export.
