A&R -> 'Old' data isn't showing in export.

### Description
When i run and download an export, any of the 'old' data, ie. prior to 2022, isn't actually in the export. it shows years and fiscal years 2017 and future, but there is no data for these line items.

### Acceptance Criteria
Be able to export all A&R data from the system.

### Dev Checklist

Start by tracing the export flow and checking how records from before 2022 are selected or transformed. Compare the exported results with existing A&R data for fiscal years 2017 onward; done means the export contains all A&R data, including the older line items.
