A&R-> Issue with selecting a sub-area for users who aren't system Admins.

Description
Scenario:
* Navigate to the A&R on Test as a user who is assigned to the new Parks we have added.
* Navigate to the Enter data page and select the Park and a sub-area
Issue:
* When the user is given only permission to a park-sub area recently added to the system, they do not see the dropdown values under the Subarea field.
Note: confirmed that this only happens with some parks and not all of them.
To recreate use the parks provided by the user: 0347-1006 and 0347-0612
