Make attendee organization optional on Inspection form

The inspection template is awkward if an attendee isn't associated with an organization. Since there is no column heading on the template, any wording the user enters like 'N/A' or 'No organization' floats without context. I think it was the original intention to have organization optional, but the validation Figma had an error.

**Acceptance Criteria**
- [x] Remove mandatory validation on Inspection > Attendee > Organization
- [x] Remove asterisk from the Organization column label
