Description

**Describe the Bug**
Tag categories is not working properly in the admin section of the product

**Expected Behaviour**
Bug 1: Can select a tag category when creating or editing a tag in admin
Bug 2: Can see all tag categories in the admin section

**Actual Behaviour**
Bug 1: Cannot select a tag category when creating or editing a tag
Bug 2: Tag categories list is empty if you open the edit dialog on a tag, then nav to the categories page

** Steps To Reproduce**
Steps to reproduce the behaviour:
Go to admin area
Click on Tags in side nav
Bug 1. Edit a tag -> tag category drop down is empty
Bug 2. Edit a tag -> Cancel -> Click Categories tab -> see empty table

Start in the admin area's Tags flow from the side-nav entry, then inspect the tag edit dialog and Categories tab. Reproduce both reported sequences: the empty category dropdown and the empty table after cancelling an edit. Done means tag categories can be selected while creating or editing tags and the categories list remains visible.
