View of all C&E Actions where Officer can check off Due Date as complete

Provide a view of all ALC C&E Actions in one place where the Officer can check off dates as complete.

**Acceptance Criteria**

C&E ROLE:

- [ ] Show a view of all the ALC C&E Actions in one place
- [ ] include Type, Date, Documents, Notified By {method} On {date}
- [ ] for Penalty Orders, include the Amount in the title
- [ ] sort documents A-Z
- [ ] link to find the action in the chronology-> scroll user to entry
- [ ] dont show C&E Actions associated with chronology entry is_draft = True
- [ ] Officer can add completion date for
- [ ] Order Due Date
- [ ] Notice Due Date
- [ ] Add Complete or Past Due pills
- [ ] complete = all dates complete
- [ ] past due = one or more dates past due
- [ ] Filter by Order, Notice, Inspection, Complete, Past Due
- [ ] Sort by action date (i.e. Order Date, Notice Date, Inspection Date) DESC
- [ ] add the 'open-in-new' icon on the C&E Action pill on the saved Chronology entry to direct user to the ALC C&E Actions tab and scroll them to the location on the page of that Action

NON C&E ROLE:

- [ ] Allow non-C&E role to click on the tab
- [ ] Remove inline editing, but keep the filter interaction and document view links
- [ ] remove 'find in chronology' link
