Add C&E files to ALCS advanced search fields, add new field for C&E Actions

As the ALC CEO, I want to see all Stop Work Orders for Fill in the FVRD so I can reply to a media request.

**Acceptance Criteria**
Integrate C&E data into ALCS search filters:
- [ ] File ID
- [ ] Add 'C&E' to the 'File Type' field with the Alleged Activity field as the subcategories (but do not add for Commissioners!)
- [ ] Run search on Alleged Activity fields on both the complaint/referral AND all Inspections/Orders/Notices (but not drafts)
- [ ] Name -> Responsible Parties: Individual Name, Organization Name and Director Name
- [ ] update the info icon text on the Name field to indicate that C&E responsible parties are also searchable here
- [ ] PID
- [ ] Civic Address
- [ ] L/FNG
- [ ] Region
- [ ] Submitted to ALC Date -> Complaint / Referral Date Submitted
- [ ] Add new C&E Actions field with drop-down selects (similar to File Type) (do not add for Commissioners!)
