Add a few rows of PMBC data to dev/test, stop wiping it in obfuscation script

**Describe the task**
Add a couple rows of PMBC data to dev/test so we can test the parcel look-up feature. Then stop the obfuscation script from wiping it.

**Purpose**
We can't test the parcel look-up feature without some data in the PMBC table. But we don't want all the data because it's huge and unnecessary

**Acceptance Criteria**
- [ ] add a couple rows of PMBC data to the table -> work with Ansley to figure out which rows
- [ ] apply to dev and test
- [ ] stop whatever script (we think its obfuscation) from wiping out the data we just added

Start by locating the PMBC table, the dev and test data setup, and the obfuscation script that currently removes its contents. Work with Ansley to select a couple of rows, apply them in both environments, and verify that the obfuscation process preserves them so parcel look-up testing has usable data.
