Update Patroni, Metabase, Redis, and Postgres

**Describe the task**
Update patroni, redis, and Postgres to latest LTS version and update Metabase to latest version (LTS policy forthcoming)

**Purpose**
Resolve security issues (Patroni) and our current Metabase version is no longer hosted on Docker Hub, so if we ever need to refetch the image, we'll be hooped.
