Description
As the C&E Officer, I want to see all Documents added to various locations in the file, so I can scan everything at a glance and find what I'm looking for.
**Acceptance Criteria**
### C&E ROLE:
- similar to Documents tabs in other areas of the product, but
- [ ] no '+ Document' button
- columns:
- [ ] Document Source <- don't include the System
- [ ] Document Type <- full label, not just code
- [ ] File Name <- prioritize this column in the width settings
- [ ] Upload Date <- default sort DESC
- [ ] Actions:
- [ ] Download with hover text = Download
- [ ] Open in New with hover text = 'Find in File'
- [ ] include up/down sort buttons on the columns
- [ ] the 'Open in File' button scrolls the user to the document's location in the file (scroll to chronology entry too)
### NON-C&E ROLE - If #2669 is done, then complete the below as well
- [ ] All content will be hidden so disable the tab and provide hover text: Contact assigned officer
