Bugs with file creation of Crown land C&E file without a property owner

Populate a C&E form with Ownership Type = Crown

AR: can create file but get red error toast on the file view page, header has no text in the property owner spot

Reproduce the issue by creating a C&E file with Ownership Type set to Crown, first with a non-owner responsible party and then with none. Start from the C&E file creation flow and file view page; done means both cases create successfully and the header displays “Crown” in the property owner spot without an error toast.
