Research direction

Start by reproducing the issue from the application decision edit view: open an application with no decisions, create a decision draft, and inspect the disabled Linked Request field. Trace the edit-screen entry point and its first-decision rendering condition. Done means the Linked Request field is absent for the first application decision while remaining available where appropriate, with the relevant UI test updated or added.
