Open 'tif' files in browser

Older ALC decisions were saved as 'tif' files so as ALC staff, I want to be able to open these files in the browser instead of needing to download them.

*Acceptance Criteria*
* when user clicks the hyperlink to open, the tif file will open in a new browser tab
