**Description**: The applicant often provides the purpose of the proposal, but doesn't actually provide the proposal. Update the wording of the question to "What is the proposal and its purpose?"

* Apply to all applications and NOIs
* update on all the forms, portal view, public view, alcs view, and the PDFs
