**Jira Ticket**: ALCS-2512
**Description**: After submitting my NOI, if I want to pay online, I can see the option to do that right away. But if I don't want to pay at the time of submission because the land owners will be paying the amount, I don't have to and I can forward the confirmation email to the land owners.
*Acceptance Criteria*
* after submitting an NOI, user sees options to either
** pay online; -> make this one the most obvious
** pay by cheque; or
** pay over the phone
