**Jira Ticket**: ALCS-2582

**Description**: Send the Submitted to ALC email with a link to pay online later. Then they can forward the email to someone else who can pay.

*Acceptance Criteria*
* add a link to the Submitted to ALC email that will retain the NOI ID and the amount they need to pay
* can successful and unsuccessful attempts share the same screens as the path in ALCS-2512 ?
* provide with a receipt after successful payment
* log payment in ALCS as per ALCS-2517
* wording would be something like: 

This fee can be paid:

1. By credit card or Visa/Mastercard debit card:
* Online at [www.ourpaymenturl.com...|http://www.etc.../]
* By phone at 604-660-7000 or toll-free using EnquiryBC (1-800-663-7867)
* In-person at the Agricultural Land Commission office ([https://www.alc.gov.bc.ca/contact/] link in the ALC office text)

2. Cheque: Made payable to the Minister of Finance c/o the ALC
* Please include the NOI ID with your payment
* Mailing address:
